Signed, versioned organizational baselines. Pull one with
baseline pull <id> and the runtime adopts the published voice,
terminology, and authority. Every baseline is Ed25519-signed against the
gtcx-root public key and
independently verifiable via /verify.
Draft baselines (v0.x) are skeleton baselines awaiting
domain-SME sign-off. Pull them to evaluate the structure, but do not
rely on them for production compliance decisions until promoted to v1.
